Overview

The Patient Protection and Affordable Care Act of 2010 was created in order to improve the quality and lower the cost of healthcare, provide more access to healthcare, and provide new consumer protections. California has created a health coverage marketplace, called Covered California, where Californians can find out if they qualify for free or low-cost health insurance (including Medi-Cal) and compare and choose healthcare coverage plans.

Who is Eligible

  • Consumers at or below 100% Federal Poverty Level* (FPL), up to 400% FPL
  • Consumers at or below 138% FPL, including those without children qualify for expanded Medi-Cal
  • Consumers between 139% and 400% may qualify for insurance subsidies to assist them with the costs of insurance

*Federal Poverty Level is established by the Department of Health and Human Services on an annual basis

Facts

  • Premium Assistance is an insurance subsidy that comes in the form of a tax credit; the consumer must file a tax return in order to receive this credit. Consumers between 139% and 400% FPL may qualify, dependent on family size.
  • Cost Sharing reduces the out of pocket expenses when medical coverage is used. Consumers between 139% and 250% FPL may qualify dependent on which healthcare coverage plan is chosen.
  • Premium Assistance and Cost Sharing are available when healthcare coverage is purchased though Covered California.
  • Health insurance plans must cover essential health benefits such as maternity care, emergency care, doctors visits and hospital stays, as well as children’s care and prescriptions. The plans are broken out into four basic levels: platinum, gold, silver, and bronze.
